The 12 October 1988 date in Colorado Regulation 8 Part B is not a soft guideline. It is the only age-based exemption from the pre-renovation asbestos inspection requirement, and it requires documentation confirming that no asbestos-containing materials were used in original construction or in subsequent renovations.
A 1990 house probably qualifies on age. Documentation is a different question, and for most homeowners it does not exist. In practice, if you are disturbing more than 32 square feet of surfacing material and you cannot produce that documentation, testing is the straightforward route.

Multifamily and the common area trap

That sounds like a bigger allowance and it is, but the point is the opposite of intuitive: if you are refurbishing a corridor in an older building, you are on the commercial rules, not the residential ones, and the scope of a corridor easily clears 160 square feet. Worth knowing before a schedule is set.
